What would be the point of katsuyu realying on tsunades byakugou power if not to transfer byakugou's ability through her.

No. Byakugo is not just regeneration, the Byakugo seal is a large chakra reserve. Katsuyu has her own healing ability(DB4) and uses the chakra from Tsunade's seal.

All she gives is chakra.

Except with the network destroyed the chakra can't go anywhere. You keep repeating the same thing, saying the network would be repaired as the chakra travels through. But the chakra can't go anywhere. Which means it can't repair anything.
