As even maintaining it requires the pinnacle of Chakra Control / CC. Kakashi himself states he doesn't have a lot of chakra; he calls his reserves tiny / small. Actually no, I'm reading the manga in its correct format. Kurama was tampering with Naruto's chakra for years, causing him to waste it. Let's do the math...
If X was the chakra Naruto needed to execute a Jutsus, Naruto wasted 4X during the execution of the Jutsu. This tell us that the chakra limit that Naruto has shown prior to becoming good at chakra control was a fifth of his actual chakra limit.
Let apply this Math to Naruto vs Gaara. There, Naruto created 1,000 shadow clones. Since Naruto wasted 4 times the chakra used to create each clone, we can say that at the times Gaara vs Naruto occurred, Naruto could have created 4 x 1,000 = 4,000 more clones if his chakra control were the same as now. So basically, during Gaara vs Naruto, Naruto could have created 5,000 shadows clone able to fight without being exhausted. This is how huge Naruto's chakra pools was a 12 years old. Just look at the chakra Naruto produced below, and multiply by 5, and he was only 12 years old.
