Orochimaru have lots or above average chakra and he can't learn SM. You just need a body that's compatible with it and know how to balance NE/Senjutsu. Kabuto is self explanatory. Because even with his chakra he couldn't learn SM because his body wasn't compatible. Jiraiya learned SM but couldn't perfect it cause he couldn't balance NE/Senjutsu perfectly. Even if you have lots of chakra to learn it you can't if you're not compatible.

It should be of Note that the Volume release with that chapter corrected it to 4x Kakashi's chakra.
