hmmmm, naruto's parents did not have the genes for an eye power. At the end Naruto gained perfect sage mode but not the rinnegan. so boruto will gain some eye power.
As a tradition that jutsu needs to be passed down through generations
plus Konohamaru might be a jounin but he is not that matured yet either cos if he was then he will notice why Bolt was acting out in chapter 700 instead blaming Bolt.
