Itachi only ever used his right eye in regards to Amaterasu and I don't recall him turning it off. Just stopping it before it could burn more than Sasuke's wings during their fight. He did that by closing his eye so that the train of vision would be cut-off and the flames wouldn't spread.Kagutsuchi is the ability to control the flames, which includes extinguishing and manipulating their shape. In the chapter that Sasuke first demonstrated Kagutsuchi, he extinguished the flames. Every time Sasuke has extinguished Amaterasu, the focus has been on his right eye, and he casts Amaterasu with his left. That supports that extinguishing the flames is a separate ability than Amaterasu, as it's housed in a different eye, the same eye that focus is brought on when Sasuke uses Kagutsuchi.

No, he would continue to say "Itachi's Tsukuyomi" since that is Itachi's technique and he was referencing him. I could say that no genjutsu is as potent as Shisui's KA, this doesn't mean that multiple Uchiha had KA. In fact, that implies it's Shisui's technique since I went to the trouble of referencing him and giving him a level of ownership.Danzo said that Sasuke's Genjutsu use was far below Itachi's Tsukiyomi because Itachi could manipulate time with Tsukiyomi. If Itachi is the only person with Tsukiyomi, he would have just said Tsukiyomi. If time manipulation always came with Tsukiyomi, then there'd once again be no point in saying Itachi's Tsukiyomi. Danzo saying Itachi's Tsukiyomi indicates that Itachi is not the only person with Tsukiyomi, since he made a note of specifying Itachi, and that Tsukiyomi doesn't always come with time manipulation, since he specifically noted that was the signature of Itachi's usage.
The entire point behind Tsukuyomi is time manipulation. Without the manipulation of time during the short genjutsu, it's not Tsukuyomi... just another sharingan genjutsu. The same way a genjutsu without the potency of KA is basically just ephemeral.
