Outclass him? Doffy was attacking Luffy too, he wasn't completely powerless

So you think that you'd not be weakened by like 99% if you had your stomach and intestines ripped in two while your lungs are slashed in half, ribs broken etc. etc.? Because to be frank, you'd die immediately.

Doffy was fighting as if he's about to die, that's how weakened he was

It varies, although progress is clear, it's not always the same format, Saga villains are always stronger than the following villains in the next couple of arcs

While luffy is in g4 he is stronger it's that simple anything less than g4 is weaker

The fact he lost to a heavily depleted Doflamingo even in G4 suggests otherwise

He may have just about outperformed him but we have no idea how much stronger Doffy would be at full health, the fact G4 runs out and Doffy is still around means that if it wasn't for everyone else Doffy would insta-kill
