Can't be reanimated, Itachi did the seals to deactivate the jutsu during the 4th Shinobi World War. Madara negated his mode but every other reanimation had perished.

The lower half of his face looks like Shisui, it could be him, that would explain the Itachi stuff. But it won't explain why they look weird with light hair and no eye brows.
