Sasuke is compatible with Senjutsu, but cannot harness it on his own without the Cursed Seal. Despite having once mastered the Cursed Seal, and having absorbed some of Juugo's cells, Sasuke still needed to use Juugo to actually provide Senjutsu (acting as a massive Cursed Seal for Sasuke's Susano'o).

Sasuke's "Final Senjutsu Attack" was using "Sage Jutsu"... it's open to interpretation whether that use of "Sage" refers to Sage Mode/Senjutsu, or whether it merely means using the chakra Sasuke received from THE Sage (Hagoromo).

In this context, I believe it was a super-powered Chidori using Hagoromo Chakra, and not actually a Senjutsu technique. Madara noted that Naruto was the one who inherited the Senjutsu from Hagoromo.
