Ino only tied with Sakura because of plot, Sakura wasn't struggling to fight her. And she was holding back, because it was ino.

All I she is neji blocking hinatas attacks. Sakura outsmarts hinata, and she can actually climb on the ceiling and blitz hinata with Kunai. She doesn't have rotation to block them, Sakura is too smart to be takened lightly
