Indra is only half Ootsutsuki, his children are only half Indra but that doesn't stop Madara and Sasuke from existing. And Indra's chakra is no longer there, it evolved into Hagoromo's chakra with more Yin so Sarada can easily have the potential to reach MS/EMS level even though she won't surpass him.
