They were the Generals of the war. The Commanders were the Kage and the Commander in Chief was Ay.

Mifune was already the head of his nation so he had a Kage like status already. Darui and Kakashi were the next Kages of their nation as expected. Gaara was already Kazekage. Kitsuchi is Onokis son. He was most likely the 4th Tsuchikage and held it until his daughter was able like in Kakashis case with Naruto but it's not confirmed so we'll just say for now he wasn't Tsuchikage and his daughter was the 4th.
