Mitsuki name meaning:
I believe that Mitsuki's katakana was supposed to read 満月, which means full moon. Now I searched Toneri and found nothing ... So I went with the next best choice.

So I think that's where Kishimoto went with calling him Mitsuki, to tie in with "water" and "moon".
