Personally, I find Tokyo Ghoul to be the best of both aspects. The story is dark, the characters are awesome, and so on. Another good one was Akame ga Kiru, which ended up bombing halfway through.
Do you mean best in 2014 or all anime/manga as of 2014? That's really too hard for me to decide. I grew up in the 80s and 90s watching or reading DBZ, Gundam, Robotech, Transformers, Record of Lodoss War, Ranma 1/2, etc. Even as much as I like Naruto, the nostalgia of the others is something that new anime/manga can't replace. If you meant in 2014, then definitely Naruto; it's the only anime/manga I've seen this year. The anime has been mostly filler garbage, but the manga was really good.

Who ever told you that apparently it goes downhill after episode 1 - 3 managed to successfully lie to you. Leaving aside the anime (which is a rushed adaption that branches off from the manga in season 2 despite reaching the same conclusion in the end), Tokyo Ghoul is okay'ish prior to chapter 60 and beyond. Worth the read and all, somewhat interesting, but not anything particulary good. It only takes off after chapter 60 with Kaneki finally accepting his situation.
If anything, it manages to become a lot better beyond first arc or two and is worth the read at least for Kaneki's characterization, over-all symbolism used in the writting of the story and some great plot twists every now and then.
