Well if you say so easily Tobi. Tobi moved the plot further while Kaguya was just a generic boss battle. Tobi is easily top 3 best villains in NV. Who do you think is the better villain?

What???he's literary the only main villain who stayed true with his ideology, other's were all TNJ'd aside from that brainless monster kaguya.......I only put nagato there because his mentality was unique and and it surprisingly fitted his background and appearance.
