He probably meant this as more of a light joke, but he still pretty much dismissed 700 chapters of material and probably meant it, considering The Last could easily be a standalone movie about a love story, as he also states afterwords.

He said the exact opposite actually Lol. And unlike the novels kishi worked on the last...he made the story concept and character design. SP only helped. Look at what wikia says

OT: lowering and increasing your chakra flow isnt going on high level genjutsu. Toneri's genjutsu wasn't even that high..... it was simply made to bring the loved ones of those who were in it. They all wanted to stay there since they all wanted to be with loved ones And that's why none of them broke it. Sakura however had no one that she practically cared about (Lol she knows sasuke won't be there.
