Ocular genjutsu can't be cast by just anyone without eye contact. For casting normal genjutsu even pointing a finger is enough, but u need eye contact for all ocular genjutsu except rinnegan genjutsu and KA:| Its not a matter of skill, but of ability

How can they be closed from the beginning when they were closing after the during/effect? They were open, which is why he looked back at her. The genjustu was over then she fainted which made her eyes close slowly.........

How do you know whether the ones who were not able to were just not skilled enough? You haven't provided any proof to show what makes itachi or sasuke's genjutsu special. I don't think it was ever mentioned anywhere that some uchiha had the special ability to cast eye genjutsu without eye contact unlike most of their brethren.

I am not trying to imply anything, you made it seem like non eye contact ocular genjutsu was unique to sasuke and itachi. This was further suggested when you said doing so may be related to genetics
