1. No hes not. Crocodile, got lucky against him (and there isn't that big of a difference between Daz Bones and Corc). Enel.. luffy simply happened to be rubber and hence could take him on. Lucci I will give that to you. However, the states of how they ended the fights were totally different Luffy could hardly move, Zoro came out walking.
2. Uh no, Sanji is a level below Zoro. There i nothing in the manga that suggests he is on Zoro's level. Him and Zoro have the little comedic rivalry thats it cool. Has nothing to do with them being on the same level.

Luffy's opponents could almost always low diff Zoro's opponents whereas his could probably, in most cases, only just win max diff against Sanji's opponents.
Nothing? Not even the fact they're
grouped together? Or the fact he and Zoro both fought opponents in Ennies Lobby that were only
10 or 20 Douriki apart in strength?
Crocodile was on level 6 in Impel Down, Daz was only in level 4, clearly there's a huge gap in strength that's apparent because of that.

Please do not play the bounty card. Bounty has been a "key " determining factor as far as someone's strength goes. When the bounty goes up, their strength goes up. Thats how its always been.
Time skip = Supernovas got stronger = their bounties went up.
Luffy got stronger = his bounty goes up.
So yea it kind of is a core factor in deciding strength of people who we haven't seen fight completely.
Bounties are based on crimes and authority within a criminal group, not strength. Strength comes with authority, but the fact Sanji always seems cut off from the group is the only reason his bounty is so low. He's not involved as much as Zoro and Luffy. If Bounties were a direct reflection of strength then Luffy would be in the 500 mils, Zoro at around 400 mil and Sanji about 5 or 10 mil below that. But because this is not the case, it's clear that Bounties reflect criminal reputation moreso than anything else. This is even stated by Brannew in the Manga back in chapter 70 whatever when the Strawhats get their first bounties.
Timeskip > More crime > Bounties go up
Luffy was inactive over the timeskip, so how would the Marines know he got stronger? How would they even know if he was alive after Sakazuki's attack? He got that bounty, as stated by Jinbe, because of his potential and his massive impact on the Marineford War and the fact the Admirals shit themselves at the thought of what he might become in future.
