They aren't Zetsu clones. But if they were is that a good enough reason to justify 10 years of not finding them? Jiraiya found them easily enough and Zetsu was a part of that Organization then.

This is Orochimaru we're talking about, Jiraiya, Sand Village and Konoha never found his hideout and niether did Akatsuki despite having a ANBU agent, Rinnegan user, Zetsus and Obito with them.

And Jiraiya never even found Akatsuki's hideout either, he only heard of them through rumours. 10 years is acceptable considering 2 villages and a terrorist organization weren't able to find Oro for +10 years as well.
