Naruto is stronger than any jinchuriki(Including Juubi) before him because unlike any other jin, Naruto is the only one to befriend all the bijuu and communicate flawlessly with them. He can utilize all of their chakra/powers and KKG/Special Abilities. He is also mentally linked with all bijuu and they can utilize his psyche as their meeting place and coordinate attacks/combos respectively. This is the true power Hagoromo spoke of, Naruto is simply on another level.

And what exactly is Ninshu if not the power to connect/communicate with others? Ninshu is exactly why Naruto is strong, the sole reason why Ashura > Indra.
