Because he did, there's no logical reasoning for Naruto to have that ability. Not to mention he lost the bijuu which is directly tied to RSM. Then there is the fact that Naruto lost his perfect jin status, as the trap genjutsu locked Naruto in the genjutsu for the longest while Sakura was either not effected at all or broke out relatively quickly.

The bijuu chakra was inside of him, so he had them.

The way I see it naruto still has rsm just like sasuke still has rinnegan they just don't use it all the time becuse they're too op and would be unnecessary to go all out they are Expert shinobi and basically demi gods they don't need to try at all.

Anyway the movie does make it seem like Naruto lost some of his abilities since the manga's end. IMO Nardo just ran out of Bijuu chakra. RSM was a gift from Hagoromo ergo it isn't dependent on Bijuu chakra and it can be activated and Naruto's only change in appearance is him rocking BSM pupils. I think in the Last Naruto's limit is probably RSM+Chakra Mode (Kurama only)

I think they left RSM out so it wouldn't spoil anime-only watchers or because RSM wasn't made yet by the time the film was done. Whatever the reasoning is, the movie is still canon, despite its inconsistencies with the manga... especially if Mitsuki turns out to be Toneri's kid.

He couldnt have lost it.. its likely that the design for RSM wasnt complete in time for the movie. Hagoromo said that naruto is the meeting place for all tailed beasts, so he'll always have their chakras.

Well, the simplest answer is because The Last was consider canon by kishi during the last Naruto did not show RSM. It'll forever be an ongoing debate until;

-Kishi shows it again
-Kishi announces he does not have it
