The most humorous thing about this is that people say Naruto lost RSM cuz they didn't see it in the Last, but if memory serves correctly, Sasuke didn't use the Rinnegan in the movie either. Does that mean he lost it? No. Naruto still has RSM cuz there's no way Kishi gonna have a side character stronger than the main. It would be absurd if Sasuke kept his Sage powerup and eye techs, and Naruto lost his powerup and only had Kurama chakra.
My thing is that Naruto would have a better chance of getting stronger than Sasuke would. As someone else pointed out, he's the Hokage now. That means he has access to the hokage scroll and all the techs to the leaf ninjas. Add the fact that RSM gives him universal understanding of chakra and nature, his ability to use all elements and most KKG, combined with his training(If you've seen the movie, at the very end you could see him practicing outside before his kids rushed in) he should just as strong as Sasuke.
Has Sasuke gotten stronger? Sure, but lets be real here. First, his a ninja not a brawler. Ninjas are about stealth, so he would likely avoid most confrontations that don't involve him anyway. So his fans that makeup this notion that by traveling the world he'll fight all kinds of crazy battles and learn millions of jutsu is far fetched to me. Outside of the random things he encounters, the most Sasuke every has to worry about are thieves, and they're nothing to him.
