Only reason she did not get involved is because Naruto is obviously way faster than her and never allowed her to fight.

Complete opposite to the opinions from the fandom who think the Raikage easily one shots her. But no she is not underrated at all.

Obviously if Kishimoto wrote Tsunade to say she was now going to fight Raikage after witnessing his power then she at least has the ability to take him on and not lose low diff. Tsunade is portrayed to be way a better fighter than how people see her. If she is confident in her ability to take on the then fastest shinobi in the world after witnessing his ability then is most definitely not getting speed blitzed.
