Still doesn't matter what Tsunade felt herself could do, self confidence is nothing but a character's opinion on their abilities, not feats of beating or besting anything. Tsunade was also confident against Madara, does that mean she can handle Madara?

Tsunade directly sees what Ay can do. Still thinks she can handle herself against him. Obviously she is being portrayed as someone who can take on Ay.

Gokage had no idea the true power Madara had, its a completely different situtation.
