Luffy is the main character, not LawLaw will probably close the gap over the next arc
The main reason Luffy loses to Law prior to this chapter is because Luffy's fighting style is a terrible one for Law. It involves lots of charging up, periods where one can intercept and counter. And after Gear 4? Same story. Luffy's fighting style hasn't changed, it's just outputting more power and has a better defense.

These are all perfect opportunities for Law to cut Luffy. Nothing indicates that Luffy's Koka is far enough ahead of Law's power that Law can't cut it, and the defense doesn't work on Law's immaterial cuts. Luffy can definitely put a dent in Law's bones should he strike him, but if Law can take 100% Doffy's beating and still fight back, he can take Luffy's, and one cut is all Law needs.
For one, that was a 100% Doffy. Luffy is outspeeding Doffy at the moment because his reaction speed has taken a dip due to the damage he got from the Law/Luffy team-up. Luffy succeeding atm isn't good enough reason to say he can bit Law who lost to Doffy because the former case is a significantly weakened Doffy and the latter was a 100% Doffy. Not to mention moments where Luffy is transferring the air in his bones(Gear 3) from one body part to another, or gearing up his Jet Strikes, or inflating himself can be taken advantage of by Law. Even if Luffy could just blitz Law, there are still moments where Luffy is standing still. If it wasn't for PIS and Doffy's curiosity towards Gear 4, he could have just started slashing and shooting Luffy while he was blowing up his arm. In a vs thread where PIS doesn't apply, and Law has no reason to be curious about Gear 4, Luffy gets cut while his body is puffing up.Law was struggling to handle Doflamingo in close combat(Doflamingo was even manhandling him infact). Luffy's punch sent Doflamingo halfway across Dressrosa. He punches Law out of room and then reattached himself.
Not if Law cuts him vertically then teleports his right or left half a mountain range away.
Even if the cut is horizontal, Luffy isn't gonna be able to simply punch Law then reattach himself with no lower half.
If he cuts him vertically, the half that wasn't teleported punches him. If he's cut horizontally, Luffy can punch him after getting cut and use his stretching to grab him lower half and reattach it. I doubt Law can hit Luffy since Luffy dodges an Overheat when Doflamingo was a few yards away.

And no, that can't happen. With half of his body gone, Luffy isn't gonna have the balance to attack, especially with an entire inner ear gone, throwing off his equilibrium and the lack of both eyes in one place throwing off his depth perception. Law could also cut him horizontally along his shoulder, causing his body from the deltoids up to be separated from the rest of it and separating both arms from either half of his body simultaneously. Law can cut Luffy while he's puffing up, before the Koka fully settles in, during the beginning of Gear 4. You said Luffy can punch Law out of Room with Gear 4, so you're assuming Luffy is gonna finish transforming into Gear 4. Which means, while either his right or lower half is gone, you're assuming half of Luffy is gonna continue fighting. As his body continues to inflate further and the Koka spreads, Law can continue with more cuts, separating Luffy even further. Or Law can teleport his upper body away from his lower body, then attack the lower half; he could use Gamma Knife or simply stab Luffy in the crotch and have his upper body pass out from the pain, and then he dies when his lower body bleeds out. Like I said before, one cut and Luffy is done.

Because Law is unable to do anything during the inflating for Gear 4, right?
Luffy can use G2 to hit Law a few times until he has enough time to go into G4.
Law has the speed feats to react to Gear 2 strikes, being able to react to Overheat. I also highly doubt Gear 2 is enough to put down Law permanently.
But he doesn't have enough feats to suggest he can hit G2 Luffy. Luffy doesn't need to permanently put him down with G2, he just needs to damage Law enough so that he can use G4. Once that happens, Law is a goner.
If Law has the ability to intercept Overheat, he has the speed to intercept Gear 2. Only this time, the interception can be a cut. Not only that, but Law was able to use big moves while an inch from death against Doffy and Trebol. Unless Luffy cripples him, Law can do something to him, such as Shambles him with a nearby object. We've seen that Shambles works on Luffy, and it creates the perfect opportunity for Law to attack Luffy.
Luffy is faster than Overheat. Law only landed attacks like Gamma Knife and what he used on Trebol by either playing with their emotions or using Luffy. He won't be able to do the 2nd option with Luffy.
