It is not going to work that way unless kishi decide to make a specific rule for that, otherwise it is against the basic science knowlegde.

The force is powered and controlled by chakra, the chakra comes from sasuke so he is able to control his chakra and there by controlling exactly how the jutsu works

Because he's the one controlling the pull right? It's like the same way Pain was in the gravitation area of his CT yet Naruto was pulled into it and not him.

I figured if someone who was CT'd grabbed him or if he was close enough, it would effect him too.

That is a good theory, but he have to master it first and we dont know yet if that is exclusive tech from rinnegan or not.
Lets assume that he can do that, naruto still has magnet release to counter.

So yes, if Sasuke would be near the target, he would be pulled in as well.
