ST is not poweful enough to create an outward force for CT's inward force.It's all about Deva path, with proper mastery, he could escape CT without needing to cancel it.
If he can control both pull (CT) and push (ST) he can maintain pulling the debris to the core of CT while pushing it away from himself at the same time.
This is only needed if he is being pulled in by the debris, otherwise the gravity alone doesn't affect the jutsu user.

That's the problem. CT's inward force would not be pushed away by ST. It is the same reason why Bijuudama would not work if a TB was used in a coreless CT. It is just too strong.It doesn't need to be powerful enough to counter CT's force, because his issue as the jutsu user would not be the gravitational force but the debris, which ST can push away.

ST could knock the debris away, but to create an outward force to stop the gravitational force is near impossible when it is just too powerful.
I'm talking about Sasuke being the CT medium in a coreless version, not the core.
