Right now, I believe the worlds five strongest characters are (and in no particular order)

Shanks, Kaidou, Mihawk, Dragon and Sakazuki

now rest is a mere speculation and depends on the way of how somone interprets the hype of the characters but for me dragon is a solid top 3 and most likely the strongest character (alive of course) while mihawk is top 3-5 material

I wont compare Mihawk to Yonkos. The reason he is not scratched is that he never fights a stronger guy than himself. He is like Law - a smartass. He was kinda afraid to see Whitebeard if you guys recall.

In any case, Shanks and Mihawk fight was 12 years ago (10+2 in case you were not able to calculate). All the power levels must have changed by then. I thought this was more of a common sense

If this is true, then why could Roger never beat Garp. It has been specifically mentioned that they have fought several times at par.

Since you have made Shanks and Mihawk bold, I think you are trying to send a message here. So, a different of 4 means nothing to you. Looking at the chart, Issho could fight on par with Shanks
