hancock low diff jinbe is a perv.
Jinbei does the same water spout that launched Luffy to Hancock, the amount of water surrounding her robs her of her ability to move, and he directs the water spout into the ocean. If she jumps into the air to dodge or anything like that, she leaves herself wide open.

that could also just be the ordered that they joined, I doubt Oda would rank their strength like that. I don't believe Hancock > Law either

If it does, then that means that Buggy>Law>Hancock, which contradicts what you're saying. Unless you're suggesting it goes in reverse order, which means Buggy, Hancock and Law>Mihawk, Doflamingo, and Kuma. This entire post is a mess.
Edit: Wait, no I see what you're trying to say now, my mistake(shut up I'm sleep deprived). I disagree though, I doubt Oda meant for this page to portray that.

That's not true. Doffy joined the Shichibukai 10 years ago. Hancock joined 11 years ago after her first two voyages at the age of 18
Kuma, being the eldest member most probably joined before Mihawk, whom is around the same age as Doffy. Kuma was a bigshot when these guys were probably "supernova" etc.
The order is clearly not that of membership. And with Buggy being mentioned last and Mihawk mentioned first, with Doflamingo second (and clearly being far superior to Law, whom is second last), it looks to be shaping into a power ranking system. Kuma and Hancock is up for debate, but given the hints that eventually formulated this ordering of names it's likely this is as accurate as it gets in terms of power
