Who does Sasuke care about more? Naruto or Sakura?

The same thing can be said about Sakura and Naruto as well in regards to their bond (it's complexity).

Their connection with each other can be viewed as romance, siblinghood (bother/sister) and Sakura even at times handled Naruto as if she was his mother.

Pretty sure Sakura tried to kill Sasuke. Why would Sasuke care about someone like that as opposed to someone who actually tried to save him from the darkness and shoulder his hate on himself.

In all honesty, it's probably Naruto. I don't think anyone here can deny his relationship with him is much deeper than with Sakura. I'm sure Sasuke loves Sakura unconditionally (for some reason), but Naruto's just... his best and only friend. There's no surpassing that brotherly bond.

Naruto and Sasuke have a very close bond as brothers, and it was established all the way till 699, and in Shounen the mangaka will obviously focus more on brotherly bonds between rivals than romantic bonds. But let's be real they got married and had kids, they are no longer the closest people in each other's lives.

So like I said, before 699 Naruto, after 699, Sakura, and ever since Sarada was born she beat both Naruto and Sakura in terms of importance to Sasuke.

Yea I don't think Sasuke cares about Naruto as much as Naruto cares for him. Lol

Although like I told you before, that movie is done by SP, it's their influence that kept Sasuke away, but he would've probably skipped the wedding anyways so yea. Lol
