Well, actually, Naruto's goal was to achieve "true peace" rather than world peace. A child (trained in mortal combat) walking around armed in his own village doesn't exactly give off the vibe that Naruto's magical version of peace exists.World peace is the opposite of world war. Civilians being armed with weapons doesn't equal to a world war.

Because there are still people who are either possible criminals like pedophiles, robbers, and what not that might do the unspeakable. Being in your homeland doesn't guarantee you safety from crime. Either that, or he is just simply training with that weapon. A person can actually train to use weapons in martial arts. He or she just can't use it against other people for some selfish intent.

No, it definitely isn't for combat at all times. I already mentioned a couple reasons why. Not even sure what you are basing these on.
