The OP never specified whether or not S/T is restricted. That's like asking how in the world is Sasuke considered one of the fastest characters in the manga.

Considering OP mentioned Deidara and Kakuzu as possible candidates, it should be completely obvious that he's not taking S/T Jutsu into account.
