Look how fast fodder ninja are in Part 1, they cross like 100 meters so fast Sakura can't even see them approaching, not even a second later they're behind her about to slice her head off, and guess who saves her, Kakashi, proving he's even FASTER.

Now look here, we see Kaguya flying at Naruto. Naruto takes like 2 entire pages to think about what to do next while she flies toward him, he even shows multiple facial expressions, and Kaguya even yells a sentence at the end. Kaguya wasn't even that far away from Naruto to begin with, if she's really many times faster than the fodder ninja in part 1 then why does she move so slowly towards Naruto to steal his chakra? She should be able to cross that distance easily within 0.001 of a second with her supposedly massively superior speed.

U must be new to shonen manga, as speed increases it's portrayal becomes less extreme otherwise nothing would be seen,example dbz. Also thinking can happen in any span of time for the purpose of characterization etc

no she couldn't possibly have been moving as fast as the fodder ninjas in those 1st two scans. Maybe she wasn't flying full speed, not like Madara was when he first gained the Juubi jin and then went to rendezvous with Black Zetsu. She thought she had him trapped so she was just flying towards him briskly and yelling shit like the crazy lady she is.

Sure but Kaguya also talked while flying, meaning for Naruto to hear her before she gets to him she would be moving slower than sound, unlike Might Guy.

You're don't what im saying. If Kaguya was far faster than naruto then she would zoom down & get him before he reacts but that didn't happen because naruto has the reflexes to see her coming. Now do you get what im saying?

I just don't think she was going as swiftly as she could, she thought Naruto was trapped and wanted to yell things at him before sucking his chakra, later on she dodges Sasuke's attack and appears to be moving quite fast when she does. She just moves slowly sometimes because she's an idiot.

Madara was shown to be flying quite fast after absorbing the Juubi and going to find Black Zetsu who was miles away. Gai was obviously going extremely fast, enough to bend space itself. Was Kaguya faster than Gai? I just can't see how Kishimoto could forget how fast the characters were THAT quickly, I mean seriously if Kaguya is supposed to be on par with 8 gates Gai then why can she only move so slow, clearly she wasn't going full speed Gai would never have been able to talk while he moved as fast as he was.

Being able to see the actual movement does not change the fact that less than a panel occurs between the ninja being 50ish feet away from Sakura to being right on her ass. Its a matter of them using Body Flicker and Kaguya not.

Those low ranked ninja, and most other ninja, are capable of Body Flicker. Kaguya simply wasn't using Body Flicker, that was her normal movement speed.

Oh are you serious? Ay's top seed is a combination of body flicker & lightning armor. That speed has been far surpassed since then. But what you're telling me is those fodder ninja's body flicker is >>> Kaguya's speed? get out. Lol

The OP already proved they moved faster than Kaguya did. Its clear.

Its either a matter of her not using Body Flicker, or Kishi changed the speed of the average ninja. There is no middle ground with that kind of evidence.

well she's faster than Sasuke later in the battle, dodging his chidori attack and flying high into the air before he even has time to finish swinging his arm.

perhaps she just didn't use body flicker against Naruto but used it other times like when flashing before Sakura and dodging Sasuke hm, she definitely was moving slower than usual when approaching Naruto in those scans.
