I started watching it when I was 8, I would just look away from those scenes.
Well if anything you should introduce her to Shojo manga, that's geared towards females. Introducing her to a series geared towards guys might not be the best of ideas.
They have series with tough chicks and female writers, etc. in Shojo.

There isn't much gore in Naruto (I think worst is Hidan but that's in Part 2 anyway) and I think the English hard-copy translations take out swearing?If your sibling is a sister and you want to prevent her from reading Naruto based on the Harem jutsu, age 10 is just fine.

When Naruto came out I was 10, and I already watched DB before that, so I would say 9-10 is definitely appropriate. And she probably won't understand any references u were talking about. Kids that age are too pure.
