There is no reason Tsunade cant survive Base FRS since Kakuzu did. It damages on a cellular level which Byakugo heals on.

This is base rasen shuriken , it's nothing more than the complete and full powered rasenshuriken. If your "base" rasen shuriken is the incomplete rasen shuriken used against kakuzu as stated by yamato then you are using wrong words.

What naruto used against Pein is the complete form and power of rasen shuriken. A big winded cellular level meat mincer.

I think you didn't understood well how the techs really works. The seal put the chakra with regen instruction in the chakra system to the wounds in order to tell the cells around the wounds to accelerate their rate of duplication, making a regeneration.
If you sever the cellular network who act like a road for the chakra, the flow of chakra will be stopped.

It's simple as that.

tsunade and saukra's survivability is from healing, rather than from tanking damage. Rasenshuriken destroys the chakra points or something. either way, it made kakuzu unable to use chakra, and tsunade said that she couldn't heal someone like that. no chakra = no yin seal = big puddle of sakura/tsunade.

It works from top to bottom them, all the chakra will flow from the seal on the forehead and work its way down. Regenerating whatever needs to be regenerated.
