Her regeneration jutsu is a different story. Tsunade even stated the first time she used sozo saisei that it's not medical ninjutsu, but a regeneration technique. There is absolutely no logical reasons why Tsunade wouldn't be able to regenerate herself after being hit by a rasenshuriken.

Any regeneration, or healing of a wound is cellular level. :|
Byakugo no jutsu is almost instant as well. Rasenshuriken does not produce any projectiles that could get stuck to the person it hit, this is why Tsunade's regeneration jutsu can in fact heal the damage pretty easily, as they're all just miniature stings that heal immediately because of the byakugo no jutsu.

Tsunade is clearly able to regenerate the damage it causes. There is no reason why she wouldn't be able to.
It causes ****loads of little stings that puncture your cells. Tsunade heales from a huge sword that broke her spine in less than a second. How long would it take to heal a nano sized puncture wound? I rest my case.
