Nothing suggests he had the Kyuubi's chakra to cover Kurama itself with the PS. The chakra had already dissipated it when Naruto chakra shared.

That's because Sasuke's EMS was influenced by Hagoromo's chakra. The Rinnegan basically increased Indra's chakra to its maximum potential without the years of training. He would have eventually gained PS if plot allowed him to develop his EMS jutsu.

The Curse Seal had a similar influence on Sasuke's Sharingan, he was able to break tsukuyomi jutsu because it changed his chakra into what it would be with a Mangekyo.
