Although i think it's a bit overrated most of time, its definitely not a "garbage" jutsu.
Sasuke and Itachi just happened to use it against skilled opponents who know what they're doing. Plus, from a writing point of view its a troublesome ability to handle. Imagine if it landed everytime it was used. Many characters would've become ashes without necessity. It would also have been a bunch of gruesome on screen deaths for Naruto's level of violence.
Amaterasu fails for the same reason that Jinton, Tsunade's taijutsu, etc... fail as well.

It was base rasengan.

Its just it was confirmed chakra isn't effected by amaterasu which rasengan is pure chakra so it was basically chidori vs rasengan.

EDIT: Ion give no fks about amaterasu, its feats as a whole user or not is useless.
If you honestly say sasuke feats with it suck then it sucks because itachi used it freaking three times.
