I do not think Hinata is Hamura's reincarnation considering that Toneri had his chakra too. They did not really expain how it worked, he probably got it from the Tenseigen after mixing both his chakra and the Byakugan together.

Toad SM requires Large base reserves and need to focus and stand still to enter SM.If hinata refilled his chakra he won't be able to enter SM so quickly meaning his base resrves were already enough[high] to have access to senjutsu chakra
