Nope. Bee kept on saying countless of times in Naruto's training that full BM is necessary to use TBB. And kept making assumptions that Naruto(w/Kurama) needs too, in KCM. So thats evidence that Kurama in unique in that category, while the others all have their own specialty.
Yet Naruto used a TBB while in his V2 form, because Kyuubi took control over his body. You need BM for a TBB because it's not the Jinchuriki who creates the TBB but the Bijuu itself. And if Hachibi takes control over the V2 body, he can use a TBB as well as Naruto did in this form. As for Raikiri, KG summed it up. Raikiri is provably an extremely sharp blade, while Gian on the other hand is featless. How can one just pluck out of the air, that this technique could accomplish something greater?

This body survived both (one of) the sharpest known blades (Raikiri and Kusanagi) and being buried under mountains (Chibaku Tensei) while not being damaged at all. There seems nearly no limit. Imagine what force is needed to truly damage the main body under the cloak, when the cloak itself got no scratch from the above mentioned attacks.
