Technically the FRS has to be enhanced in some way, as Naruto's regular chakra was not enough to keep it encased and stable, so he had to encase it in Senjutsu chakra and later Kyuubi chakra. As far as i remember, he never used it while entirely in base form.

Wasn't he entirely in base form the very first time he used it against Kakazu? it also wasn't fully completed, I think Yamato said it was about 80% complete.
