This plotline was left unresolved in the manga. Sasuke had a strong suspicion Oro didn't just attack the Leaf on a whim like he said he did. Oro's reaction and the fact these panels were shown at all strongly implies there was another purpose for his attack.

From part 1, we gather that Oro had a grudge against the 3rd for not making him Hokage. Yet the panels imply this is not the reason, but a different one. Jiraiya stated that Oro changed after loosing his parents. Therefore, I believe Oro not only had a grudge against Sarutobi, but also blamed the village for his parents death. The could have died similarly to Nawaki and rather than handling it like Tsunade did, he held a grudge.

On the darker side of the coin, I'd propose the idea that the grudge was more warranted. Perhaps Oro's parents were extremists, like himself, and muddled in forbidden affairs. They could have become very powerful and posed a threat to the village. Danzo could easily have orchestrated their deaths, even along the lines of having anbu ambush and betray them while on a mission together. If Oro found this to be true, he'd certainly have a real reason to seek vengeance.

Thoughts on the matter? Why was the issue never resolved? Will it be covered in the new project?

That's easy. He hated that the hidden leaf village was trying act all white hat and shit when they got a lot blood on their hands. He probably wanted to take revenge for the uchiha clan since he clearly pointed out to the 2nd hokage that it was all his fault.

I dont think Orochimaru is a kinda person who needs reasons to do shit. But the thing he cares most for are his experiments.

That's easy. He hated that the hidden leaf village was trying act all white hat and shit when they got a lot blood on their hands. He probably wanted to take revenge for the uchiha clan since he clearly pointed out to the 2nd hokage that it was all his fault.
His conversation with Tobirama regarding the Uchiha Clan Massacre was simply him making observations, rather than intentionally venomous statements that were indicative of a vengeful mentality.

OT:

It could've been a combination of both. He wanted to kill Sarutobi for not making him the Hokage and avenging the potential murder of his parents. Though, I think if the latter was the case, he would've gone straight for Danzo. Though, it can be argued that Hiruzen either had the power to stop it and couldn't or he chose not to intervene. Also, he expressed desires to see the flow of time move on as he expressed an interest in "new winds blowing". It is possible that he wanted to have Hiruzen die so that he could create that "new wind."

I dont think he wanted to avenge his parents death
He found a rare white snake by his parents grave and hiruzen told him its a symbol of rebirth and that one day he could see his parents again thats when he got into forbidden jutsu and wanted the power of the sage of the six path

I was a bit lazy with just dropping a link Lol , but your options in the context of the manga don't fit well and Orochimaru must have had a solid reason for attacking Konoha.

A) On a whim : The Conversation that Sasuke had with Orochimaru pretty much shows that Orochimaru did not attack Konoha on a whim. He knew that the end results would be disastrous and losses would be heavy as both Konoha and Hiruzen are not to be underestimated.

B) Grudge against Sarutobi : Highly Doubtful considering that Orochimaru respected him, he talks very casually with Edo Hiruzen in the War. On top of that, Hiruzen allowed Orochimaru to escape unpunished.

C) Unwarranted grudge regarding his parents' deaths and D) Justified grudge regarding his parents's deaths : While, this might be a major cause for Orochimaru's desire for Immortality, it has never been shown or hinted that Orochimaru held any grudges against Konoha for this.
