OT:Rasengan is formless until a nature is added, there are other things sasuke could've done to Naruto as well. He could've ignited Naruto by ameterasu again if he wanted to, and God forbid he found another rinnegan path, if sasuke deva'd Naruto, it'd have been gg. Ashura would also neg, geck any rinne path that isn't naraka and human would've negged Naruto. But that's besides the point. Naruto held back and sasuke didn't master his rinnegan yet I'm pretty sure this fight is fair. Naruto's rasengan was enhanced by kyuubi chakra and where does it say that, that rasengan was not wind release rasengan????? Wind>lightning so sasuke put ameterasu to contemplate since fire>wind. Also this fight was never about who was better. It was about saving a friend. Naruto himself stated during the fight that he does not wanna face Sasuke this way. So in a way you can say that Sasuke was holding back since his mindset was weak during the whole time.
