Obito controlled a perfect jinchuuriki, that's the best genjutsu feat out of the three. However based on portrayal sasuke should have the most powerful genjutsu thus far. & It's debatable whether itachi can k/o a perfect jin w/ tsukuyomi although if he can then he'd be above obito, if not then he'd go below. Itachi is the most skilled w/ genjutsu though.

Sasuke [Controlled multiple bijuu simultaneously/rinnegan genjutsu]

Itachi [Assuming tsuku works on PJ's/most skilled with genjutsu]

Obito [Controlled a PJ/but only matched kakashi in genjutsu]

Itachi, hands down.

Within Tsukuyomi, he could manipulate time and space as he saw fit, a level of control unseen in any other genjutsu in the series, bar IT. Then there's Ephermeral, where he could cast it with only his finger. Add that up with the fact that his 3T genjutsu is probably the most versatile, reality-simulating genjutsu in the series, and you have a clear choice for who's the most impressive.

Obito does have the "most impressive" feat of placing Yagura under his control, but there's really no proof that Itachi or Sasuke couldn't have done the same. It was never revealed how he did it, so Kishimoto probably didn't have anything in mind that would have placed him above Itachi or Sasuke in that respect, otherwise he would have probably shown it.
