Most of us think that the reason why the whiten fang wasnt revived by kabuto with edo tensei is simply because kishi forgot about him and that's it, i thought so too but then something came to my mind.
First of all, why would kabuto waste the chance of reviving someone praised to be above the sannin? kabuto wouldnt waste such a powerful ninja therefore the reason why kabuto didnt revive him was simply because he couldnt.
But why kabuto couldnt revive the white fang of the leaf? Do you remember when kabuto was explaining the edo tensei to obito? kabuto said that for a person to be summon back to the impure world(world of the living) the person had to be in the pure world, if such person had been seal or his soul was elsewhere kabuto couldnt summon the soul.
Then if we recall, when kakashi died because of chakra exhaustion in his battle with pain, he met with his father but his father wasnt in paradise or pure world because it seems he had regrets for abandoning kakashi, and when their talk ended the white fang said "i can finally move on and see your mother" which proves he wasnt in paradise or the pure world.
Also we can also assume that kabuto tried to revive the white fang before pain's attack on the leaf and since he couldnt revive him at the time, he just assume he wouldnt be able to revive the white fang and dropped it.
So to sum all up, kabuto tried to revive the white fang before pain's attack on leaf but since the white fang was within a kinda limbo, he couldnt summon him, and that's why.
I dont know if kishi made this on purpose or he just simply forgot about the white fang but it actually makes sense he wasnt revived.
