The only thing is that after Kakashi forgave him the White Fang was able to go into the Pure World, as he said, to be with his wife. That was during the Pain arc, but Kabuto didn't raise edo tenseis until after the Pain arc. So if he had wanted him, and had already gathered DNA from his corpse, he would have been able to bring him back.

keep in mind that obito declared the war like 2 days after pain's attack and kabuto came to confront him, he had more important things to think about by that moment, also if he tried to summon sakumo before pain's attack, he wouldnt have any reason to know sakumo was already in the pure world, kakashi didnt tell anybody what he saw

Even if he got edo he be like hanzo. Read the manga before suicide sakumo slacked off and was depressed he didn't train or go on missions
