Iruka was actually a good sensei exception of jutsus. He taught Naruto most important things to become a shinobi, but of course Jiraiya was a great sensei because he had many experience.

The best sensei I'd have to go with Might Gai, yeah he's not like the next hiruzen or anything but he's the best in terms of hard work. He trained his students extensively and was easy going get serious, despite his handicap of only being good at taijutsu he always kept a smile on his face and kept pushing and encouraging his students and people around him, his on fire energy is the epitome of hard work, and in terms of power feats he negs comfortably any sensei. He is a true inspiration to all, that hard work gets you places.
