Why does Lee's genjustu skills increase when he's unable to use chakra?

It's not that gai couldn't remember Kisame, Gai is always looking forward to the future so enemies of the past are irrelevant to him, Gai lives for the tomorrow not for the past.

I admit, pretty much all of Guy's pea brained actions are usually mistakes.
Such as almost kicking Pervy Sage instead of Itachi.
But I seriously can't believe Lee has less brain power than Guy.

Still though, Lee couldn't use ninjustu cause he couldn't focus it(?).
Genjustu requires enough control over someone else's chakra to disrupt it..
and dispelling genjustu requires for you to have precise chakra control in
order for you chakra to not get distorted.

In an episode from the New chunin exams arc, Lee along with Neji and Tenten collectively dispel a genjutsu they were trapped in. I feel like he learned that skill at some point after Naruto left and Kishi increased it.
