Sasuke is high Kage level after Hagoromo's power up. Madara is high kage level. Itachi and Obito are low Kage level.

Why restrict Izanagi and Izanami, they're Uchiha techniques. And the better question would be which of them isn't Kage level...:

Madara - self-explanatory.

Sasuke - Hebi Sasuke without CS is still low-Kage, mid-Kage with it.

Itachi - low/mid-Kage.

Obito - Genjutsu that controls Biju alone puts him on Kage-level, plus his trademark Uchiha Kaenjin.

Shisui - lacks feats, though him being feared as both the most powerful genjutsu user and as ''Shunshin no Shisui'' can be considered arguments, though it's not solid proof, so i'd say maybe Shisui.

He suppressed kurama's chakra he didn't control it like Madara/Obito did.

Good luck negging Tsunade with only 3-tomoe... there is a limit to how much you can defy the manga with the "no feats" excuse....
