He was able to restrain them and get them so quickly because they were all in the same area, where Akatski went across different locations to find them which took time to find where they were hiding.

he had every intention in doing it if it meant finding out "Madara's" endgame. If he had no intention of ever going after any bijuu, then he wouldn't have gone through so much trouble to find and capture Naruto in P1.
