When Naruto and Sasuke can control all of their chakra in their body.. then you can make a good argument on who is better.. but they can't do that.

Now i think byakugou is a sealing jutsu that is very likely coming from Uzumaki clan. Because Uzumaki clan are famous for sealing jutsu. I think the way jiraiya seal jutsu inside his scroll is also from Uzumaki clan.

He was not mean the rasengan but the next stage of rasengan, futon rasenshuriken which is stated by manga fact that it is immposible for even the 4th hokage.
That ugly panther is no where near the perfect shape of futon rasenshuriken. Mokuton grows tree by adding life to it then it is another story since it can be created by massive chakra, same to that ugly panther. On other hand rasen shuriken is a finest stage in forming/control/maintain chakra.
Byakugou is a seal which need to add chakra to it through time and surpress it into small dots so when the time come user can release it for their purpose. Any kind of jutsu, seal has to perform ritual -you have to perform the hand seal to do the ritual.

Naruto had to reshape kurama's chakra and match it to every person on the battlefield. Lol "kurama's special chakra" needed to be controlled and reshaped. He can't randomly give them to different persons just because he has special chakra. Kurama specifically said that he did it by his own. kurama didn't help him at all
